win10 with 0x000012f error

After I update win10 I keep meeting C\windows\system32\secur32.dll is either not designed to run on windows or it contains an error. Error status 0x000012f

program effected are: Matlab, Dreamweaver and some game.

PS I checked and didn't find secur32.dll fold on my computer.
