I bought a system from a seller who in his ads claims to be "MICROSOFT REGISTERED REFURBISHER".
He had high feedback, so I was not worried that the sale was by direct invoice.
I don't know if he's falsely representing being a member of the Microsoft refurbishers, or if he is just being shifty.
